Bedroom in basment, aircon and telephone not working, window view on ventilation unit, expensive parking

We were given a room in the basement and we have requested to change the room as it was stuffy and the aircon and telephone are not working. The reception refused our request as the housekeeping stuff has left for the day and advised us to open our window which is facing the ventilation unit. We were also surprised that a 3 star hotel did not offer bottled water and there is no kettle in the room. The parking is expensive, with limited lots that are very small. Only good point is the convenient location.
