Hotel ok but failed to deal with inconsiderate noisy people in rooms around despite me calling to request they did

I’m trying to reach out for room service because I was arriving at night and there is no restaurant around. In the room there is a QR code to scan for the services/menu and it said we have to whatsapp for the service or call the number. I did try both but no answer.
