I booked a 4-star hotel, the experience was a disappointing 2-star

The location is fantastic, on the seafront and in the city center, and that's th eonly good thing. The hotel is old, and it shows, and it's very surprising it has 4 stars since it looks worse than a 2-star Ibis Budget hotel. The room has no lights apart from the bedside lights, the cheap laminate floor in fron tof the bathroom door is damaged, the bathroom door was cheaply re-painted and the paint is peeling off, the shelves in the bathroom are damaged and rusty, the pipe that holds the shower head is flimsy and falls off the wall, the window curtains are too short to cover the whole window, there are humidity stains on the ceiling next to the window. I made a video to document the situation. In a family room for 4 people there were only 3 chairs. There is a tea kettle, but no teabags or sugar, and only 2 glasses. Ridiculous. Is this a 4 star hotel?!? Is this what I should expect from an Accor 4-star hotel? I'm extremely disappointed, and whoever rated this structure should be ashamed. The people at the reception were very nice, but it really can't make up for the very disappointing experience. Breakfast costs 18 euro per person, but the buffet is hilariously limited. I contacted the hotel by email asking if there was any free parking available, and they replied there's no free parking in Saint Raphael. When we arrived, we found a huge free (in winter) parking lot along the seafront about 250 mt from the hotel. Last, the room description stated there was complimentary mineral water in the room, but we didn't find any.

Hotel is pretty small, since only the first floor is the hotel. The rest is residential. The location of the hotel is good, since you are across from the ocean and in the city. The rooms were a good size. I booked a single room and had a double room. Bathroom not so great. It was old, cold, bad isolated and moldy. Otherwise.....
