Good location, complicated floor plan, no tax exemption option when pay online

Close to Larcoma shopping mall, tourist information center, restaurants, etc. Each floor has a few zigzags and some rooms are far from emergency exits - a little concerned for an earthquake prone country like Peru. Only one of the four USB chargers was working. As I short term visitor, I am not supposed to pay 18% tax but that’s not an option when booking online. I thought I could request for the tax refund at the check in like any other hotels in Peru do, but the staff said it’s not possible to refund nor to credit it to my Accor member account as it’s fixed for this hotel only. The only option is for me to consume something at the hotel restaurant or bar. I didn’t want to eat and I don’t drink alcohol, so I just had to absorb the amount and 18% is not small. I doubt if Ibis actually paid the tax amount to the government, though, as the record will show that my stay was not subjected to consumer tax. The assistant manager of the hotel was so kind to provide basic breakfast bag to all guests who left early in the morning before the restaurant was opened.

The location is great, but that's about all that my wife and I can say that's positive.Yes, the rooms are clean, but they are small and cramped. The beds are narrow. We stayed three nights. The first night, the TV quit twice and it took an hour for someone to check on it. At the reception desk, no one could explain what papers we were signing. The breakfast buffet (which is good) doesn't really start at 6 but at 6:300, so beware if you have an early flight. They said you could have breakfast at the bar from 6-6:30, but what we witnessed was no service and trash. (See the attached photos). Oh, and you can enjoy some loud rock music in the lobby to start off your day.
