Lack of judgement of the receptionists

At check-in, I didn’t retrieve my passport—either because I forgot it on the desk or because it wasn’t handed back to me. Instead of reaching out to me (either by phone or in my room), the reception staff simply placed my passport in a drawer and left it there. The next day, during check-out, I habitually checked for my passport, only to realize it was missing. I asked the staff if they had my passport. They checked a drawer, confirmed they had it, and returned it to me. Why did they wait for me to ask instead of contacting me?
