Very strange policy with regards to music & lighting in public areas!

I've been using this Novotel for lunch & tea meetings (plus the occasional overnight stay) over the last decade, given it's close proximity to Paddington station. Having not visited for a while, I was quite perplexed this afternoon whilst enjoying a relaxing chat with friends over a bite to eat in the bar area to find the lights automatically dimming & music going from quiet background to much louder around 4/4.30pm. When I enquired the manager told me that it was controlled by a computer & did this automatically every day. They obligingly turned the lights up & music down, asking how long I was staying for so they could turn the presets back on! This is puzzling behaviour as this hotel is known for being a relaxing tranquil place (particularly as this was the middle of the afternoon), in the middle of what's a very bustling noisy area. Maybe I need to find another place to chill out that doesn't seek to be a hip & trendy hangout for the younger generations!?

Check in and check out was good. I found the breakfast staff a little rude. ( not the man with the lovely dog. But the woman behind the bar and the young man with the gloves on.

Unfriendly check-in staff, no offer to assist with heavy bag, construction work ongoing and noisy, pool not open, breakfast pre-ordered to room due to early business mtg was 20 mins late and cold , no butter for toast, no spoon for tea or to eat yoghurt ! Hot water for tea was cold. Overall, not a good experience. Only positive point was lunch next day in bar was nice and staff were friendly.

Friendly reception, 10/10 for a small well behaved dog that greeted me on arrival. Hotel is nice and clean and staff are friendly. Unfortunately the food was quite poor and the room unbelievably noisy? I am not sure if I was next door to a generator or some kind of building maintenance room, or if it was external noise, but I was incredibly disruptive throughout the night.
