Over bookers - and badly handled

I arrived at 10pm having pre-paid my room - to be told they had a flood and that they were going to move me to another hotel. They couldn’t tell me where - the receptionist was then frantically looking on booking.com. She phoned through to the hotel on the out of town hotel at the service station and booked me a room - and told me I had to pay for it and they would reimburse me for that room! (Really?!) Then another customer walked in and got a room - he was a member of the Mercure members club and had not pre-paid. The receptionist admitted ‘that didn’t look good’ Checked back to the hotel the next night (I had a two night stay) and the receptionist told me it was because they had over booked - not due to a major flood. So they don’t value pre-paid customers, and only after chasing refunded me. No senior manager available - and when I told receptionist no-one had apologised, she said the manager would call me. She did the next day and left a message saying she would call later but she was going on holiday. Didn’t hear back. Would have expected much better.
