No charm, lots of smoking, bad service

Great views, but very strange. Hallways smell of smoke- smoking is allowed on all terraces so it is inescapable. People also smoke while dining- even breakfast on the terrace was a smoking event. On the day of my arrival I ordered a burger at the pool. The sever brought the bill but not the burger. After an hour, I found a sever - it was not busy, but there was only one server and the staff seemed wholly focused on moving chairs around. He looked over at the kitchen area and saw the burger sitting out and handed it to me. That burger had been sitting outside in the sun for at least 30 minutes. No thanks. Similar experience on my last evening. I had hotel credit left so I sat on the terrace. No one served me. I moved to the section of the terrace reserved for the restaurant. It was empty. A server told me I could sit. Another server rushed over and told me I could not sit- the tables were reserved. I had to go 20 feet away to the other seats. I returned to the terrace seat and a cigar smoker sat next to me. I checked- and 90 minutes later, the restaurant tables were still 100% empty. There are so many charming places to stay- pick in Dubrovnik. Pick one of those.
