Effective 01 July 2025, Rwanda will apply a mandatory 3% Tourism Levy on all tourism services, including hotel stays from this date. This levy is separate from room rates, supports tourism investment, infrastructure, and conservation. All funds go to the Rwanda Revenue Authority.
